To further improve the smart agriculture standards system and promote the healthy and rapid development of smart agriculture, in accordance with the "Guidelines for the Construction of Smart Agriculture Standards System," we are now soliciting suggestions from all organizations for the formulation, revision, and establishment of national and industry standards in the field of smart agriculture in 2026. The relevant details are as follows.

I. Solicitation Principles

In line with the needs of building a digital China, implementing the rural revitalization strategy, and modernizing agriculture and rural areas, this initiative focuses on the digital and intelligent transformation of the entire smart agriculture industry chain, strengthening the guiding and regulating role of standards in industry development. Project proposals should adhere to the following principles.

(a) Necessity. Closely aligned with the national strategy for building a strong agricultural nation and the forefront of smart agriculture development, the program will prioritize support for standard projects that play a fundamental and leading role in areas such as digital sensing, intelligent decision-making, precision operations, and smart management in agriculture.

(ii) Urgency. Priority will be given to supporting key standards that can solve prominent problems in the current industrial development, such as technical bottlenecks, data barriers, insufficient equipment interconnection and interoperability, and difficulties in system integration, so as to help smart agriculture technologies be implemented and applied on a large scale.

(iii) Scientific nature. The content of the standards should be based on the actual development of agricultural informatization in my country, and the technical indicators should be advanced, operable, and coordinated. Alignment with international standards is encouraged to enhance the applicability and influence of my country's smart agriculture standards.

II. Key Focus Areas for 2026 Collection

(a) Key areas. Standards such as digital scene certification and technology application benefit evaluation methods for smart farms (livestock, fisheries), general technical requirements and system evaluation standards for large-scale agricultural models, standards for monitoring of plant and animal bodies and production environment, as well as operation standards and testing methods for intelligent agricultural equipment such as intelligent agricultural machinery and agricultural robots, and software and hardware interface standards.

(II) Key Standards. In line with the above directions, the Secretariat of the Agricultural Information Standardization Technical Committee of the Ministry of Agriculture and Rural Affairs (hereinafter referred to as the "Secretariat") has organized the drafting of the "List of Smart Agriculture Standards to be Key Supported in 2026" (Attachment 1) for reference and application by various units.

III. Application Requirements

(one) We encourage and support the application of leading technological achievements with replicable and scalable value generated from national and provincial-level scientific research projects, as well as group standards with mature implementation conditions and good application effects, to be approved as industry standards.

(two) The proposed projects should be technologically mature, standardizable, and applicable to widespread use. Applicant organizations should possess strong standard development technology and capabilities, have a corresponding research foundation, have completed sufficient preliminary work, and have already produced a draft standard. Joint applications from industry, academia, research institutions, and users are encouraged.

(three) Project leaders should possess a senior professional title or above, and have a high level of expertise and experience in standard development and revision in the relevant field. The project development period should generally not exceed 12 months. Project leaders whose projects were approved before 2025 but not yet completed are not eligible to apply.

(Four) Project applications must be checked for duplicates through the National Standards Information Public Service Platform (https://std.samr.gov.cn/) and the National Agricultural and Food Standards Public Service Platform (https://www.sdtdata.com/fx/fmoa/tsLibList) to avoid duplicate approvals.

(five) The applicant organization should compile its standard formulation and revision project proposals, fill out the "List of Proposed Projects for the Formulation and Revision of National and Industry Standards for Smart Agriculture in 2026" (Attachment 2), the "Application Form for the Formulation and Revision of National and Industry Standards for Smart Agriculture in 2026" (Attachment 3), and a reference template for the draft standards for the proposed projects (Attachment 4), and affix its official seal. Please send the application materials (scanned copies with seal and editable electronic versions) to the secretariat's email address before November 17, 2025.
